I wasn't sure I was going to be here today because my daughter was in Washington when these events unfolded yesterday. We were trying to evacuate her until last night out of the city pending further events there. And then I found out one of our friends and supporters of this project was in the World Trade Center when it fell.

I often say, unless we change directions, we're likely to end up where we're going. For years we've been talking about some of the fundamental structural problems in our society. One of the fundamental problems is the issue we're dealing with tonight. I will connect the dots for you of why this issue is relevant to the events of yesterday. I'll do it as delicately as I can.

But let me start off by saying this: On the 13th of December, 1993, my wife and I flew into Washington. I had someone take a shift from the emergency department--I'm a doctor, a medical doctor--did emergency medicine; and I was asked by President Clinton's first CIA director to brief him on this subject. And you might ask, What the hell is a country doctor from North Carolina, where I was living at the time, doing briefing a sitting CIA director on the most classified projects in the history of the U.S. government?

Well, my uncle designed the lunar module that took Neil Armstrong to the moon--yes, we did go to the moon--and when I was young I saw one of these objects: close range, anti-gravity, disc-shaped in broad daylight. I was a little boy, about eight or nine years old. And of course, my parents said, Oh well, it's a child about this age [indicates child in audience]--and was sort of discounted. Don't discount your children. Believe them.

I began to study this issue, and by 1993, and three years after starting CSETI, Center for the Study of Extraterrestrial Intelligence, we had successfully been able to set up protocols to go to the various areas of the world where these objects were being seen and establish initial contact with them. Close range. They'd hover in a field with us...all kinds of things. And word of this, of course, while it's been laughed about a lot by the public, the head of Army intelligence and other spooks took this very seriously. And they invited me to a meeting and began to ask, Just who the hell did I think I was and what were we doing going out there doing this?

Subsequently, some people close to the CIA director after President Clinton was elected had been following me around at lectures just like this, little meetings, small gatherings of four, five, six hundred people. He came up to me after one of these presentations, where I had stated that we needed to have a government-related disclosure of this subject so that the relations between humans and these other life forms could be taken care of properly by the people in our government and in our society capable of dealing with this as something other than strictly a military paradigm. And this gentleman said, "Well I know a few people and I've been following you for about four of these events." I had not recognized him in the audience--I was being stalked by a CIA spook. But he said, "I really want to help you do this, and I know some folks that you need to meet with." And I said, "Who might that be?" I thought he was going to say, you know, this network or that network, or whatever. But he said, "Well, I'm good friends with the director of Central Intelligence." I said, "Oh, that's a start!"

He said, "Would you be willing to put together some information for me to share with him?" I said, Sure, and put together a dossier of cases and information and what have you, and it was given to the CIA director, James Woolsey.

A couple of months passed and we continued to plan working this whole issue into the Executive Branch. We began to brief the President, we began to brief other people, and had concluded that we needed to do a lot of education on this issue with government officials because we couldn't assume that they knew or didn't know anything about it.

Ultimately what happened is I get a FedEx back from this man who was good friends with CIA Director Woolsey, that says (I'm paraphrasing here), but essentially it says, "Woolsey can not find anything on this subject through channels, and he wants you to come to Washington to meet with him and brief him on the matter."

Now, c'mon, this is '93. I'm working as an ER doc. Yes, I'm sitting on a lot of information, but give me a break. This is the CIA director. So I thought this was a prevarication, you see. I thought this was clearly something that was just sort of a they're--just-trying-to-pick-my-brain to find out what I knew and what I was doing, as opposed to actually needing information. I was wrong. I was very wrong.

My wife and I flew into Washington. We went to this townhouse. By the way, everything important happens at a dinner party in D.C. Nothing happens, ever, at an official meeting. Never, ever, ever, ever--forget about it. By the time you get to an official meeting, it's a dog and pony show. Everything happens at a private home. So we went to this private home inside the Beltway, not far from the Pentagon in fact. My host and his wife greeted us, and she didn't know who was coming to dinner. It's like, Guess who's coming to dinner? Well, the eccentric doctor from North Carolina dealing with extraterrestrials and the CIA director. Oh, honey, I love it, what are we having? You know, it was surreal! The poor woman hadn't a clue who was coming to dinner. This is a true story.

Essentially, the people that we met with turned out to be not only the CIA director, but his wife, the head of the National Academy of Sciences, Sue Woolsey. Dr. Woolsey came first, and later the CIA director in a limousine with secret service and all that. We spent ten minutes on testimony, evidence, government documents, and he stopped me. I had a whole huge briefcase full of material to go through--briefing material. You do it very crisp, paramilitary style. You kind of learn to do that during your presentations as a medical doctor anyway, with case summaries and stuff like that, so I just kind of took the medical training and transferred it into intelligence stuff, so, hey, you just learn to be versatile.

He said, Yeah, I know these are real. He had seen one, it turned out, just like I had in the sixties in broad daylight in New Hampshire in '67, or something like that. And the CIA director said, "I know they exist, but I want to know what the hell is going on! Why can't I find out about this? Who's keeping this secret, and why?" And we spent two and a half hours on that. That is the nut you've got to crack. Because you can understand the data. Anyone can understand the data.

We've now put together 69 military intelligence and corporate witnesses' transcripts in here [holds up Disclosure Project book]. Get this, buy a case of it half price if you want, and give it to everyone you know. The evidence and the documents are in here, and in this video tape, the other half of which you'll see later tonight. And in this thing--the CD-ROM that we're giving to members of Congress, and to scientists, and to the head of NASA, and a few other folks--that is a more scientific briefing document. You might want to get that if you have that sort of orientation.

But the point is, is that is the information that [the CIA director] could fully understand very quickly. He's a very smart man. But what he couldn't understand is how he and the President could be denied access to that information--that intelligence information. I had to break him the sad news that, yes, there are black projects that nobody knows about--that this is the granddaddy of them all. This is the most classified subject in the history of our planet. Extraordinary measures have been used to keep it secret. And the reason for it isn't because this is silliness--yes, there's a lot of silliness about the subject--you know, if you believe everybody comes out of a trailer park who just had sex with a Venusian. That's what the media wants you to believe. But the truth is, when I meet with a member of the Senate Intelligence Committee, which I have done, and other people like that, they are gravely concerned about these issues. But they're terrified to do anything about it. Terrified.

I had to explain to the CIA director that, in fact, there was an alternate, parallel, secret governmental entity, largely privatized in the corporate world--Lockheed Martin, SAIC, Black Ops Boeing, Aesop Systems, EG & G--you want a list, we'll give you a list. It's in this book, the whole list, or a good bit of them. The point I make to people is that that is exactly what Eisenhower, no pinko-liberal-commie he, five-star general and two-term Republican president, who said, "Beware the military-industrial complex," because of the likelihood of escaping the checks and balances required by our system of government--by the rule of law. And so it has come to pass. We can prove this with the testimony not only of these men, but additional people who've come forward since May [2001], including Daniel Sheehan--who represented the Pentagon and The New York Times in the Pentagon Papers, and the Iran-Contra case--who, during the Carter years, saw that President Carter had been denied access, and was trying to find out what was going on through the Congressional Research Service, because that's where he was sent by the CIA director at the time. As it turns out, this has happened to many of our presidents and many of our leaders.

So, you have an infrastructure that is an unacknowledged world--and that's the proper term: an unacknowledged special access project. And that world is inaccessible to these types of people--our leaders that you and I elect. Worse, the media is no more free on this issue--this issue, the big media--than the Chinese media is. We can prove it. We have people who have been in those positions on the payroll of the National Security Agency and the CIA, who work for the major media, whose job it is to kill these kinds of stories. Daniel Sheehan saw such a memo that listed 43 people on the payroll of the intelligence agencies working for the major media, whose job it was to "spike" these kinds of national security stories.

Now you may say, Why? You can understand the architecture of secrecy, you can understand how in a two-trillion dollar annual budget you could hide a hundred billion, five percent, and whisk it all into a covert world that takes on a life of its own. You can understand this.

This has been done in other cases. Senator Richard Bryant from Nevada, with whom I met, explained that he had uncovered that there was a 300 million-dollar office building being built in Maryland that was a national reconnaissance office facility. It said out front Rockwell International. It wasn't--that was a cover story. It was actually being built with taxpayer dollars--300 million--never approved by the President of the United States or the Congress. This was in The New York Times, my friends. Go look it up in Lexus Nexus or wherever you want to. Later he found another couple of billion dollars in these same funds--your and my tax money. So we understand this happens. The question is on this issue is why? And there you have the 64 trillion-dollar question. And I have to tell you this: that the implications for the future of our planet couldn't be graver, and what happened yesterday is an exclamation point.

We have witnesses ready to testify in the Congress tomorrow that we have not needed, nor has it been necessary, to pump one gallon of oil out of the ground and burn it since the time I was born. There have been classified projects that have figured out how these advanced propulsion systems work, and that by the 50's more money had gone into anti-gravity, electro-gravitic technologies, than the totality spent on the Manhattan Project. And we have a witness whose family was involved in that, who has confirmed the statement I was just sharing. And, that the entire geo-political situation, where there's this massive disparity between the first world and the third world, has been an artificial result of the attempt to keep the world on the fossil-fuel economy. And the chickens have come home to roost.

I'm afraid to say that we're at a point in our history where, as one of the first head of Central Intelligence, Admiral Rosco Hillenkoetter said in 1960 in a letter we have, that the UFO subject was of grave importance, and the secrecy surrounding the subject was a threat to the national security. Under no circumstances did he say that the UFO's were a threat to the national security, but the secrecy surrounding the subject where presidents of the United States, senior members of the Congress, and others, have been routinely denied access. And it is because people did not want the public to know what we had.

Now in the early days, the witnesses we have who handle the extraterrestrial vehicles and their technologies have confirmed that, in fact, we really didn't know what we had. It was so far ahead. But by the 50's and 60's, combining human breakthroughs in advanced electronics and electromagnetics and electro-gravitics, which had been worked on from Tesla's time, even from the work of people like Townsend Brown (his work is summarized in this CD-ROM), what you'll find is that that was greatly potentiated by the studying of the materiel, and the physics of these extraterrestrial objects which were retrieved. So the two came together, and they figured out basically how to make this work.

We have a witness who can be subpoenaed who was a subcontractor for Lockheed, who was at a secret facility with former Secretary of Defense, Frank Carlucci, at Norton Air Force Base in 1988, who saw a hovering alien reproduction vehicle. One about 25 feet in diameter, one about 60 and one about 120 feet in diameter, sitting there perpetually hovering by use of these advanced electronics, without any external power source or any nuclear power. Is this possible? Yes. Do I know people who can build these? Yes. Want to get on the dance floor? Let's build 'em. And when they give us a Section 181 Patent Seizure, or a National Security Act Order to cease and desist, I will go back on Larry King and tear it up. [APPLAUSE]

We have in effect lost 50 years of human evolution. And what my concern is, what has moved me to walk away from a quarter-million dollar a year position as chairman of emergency medicine and be the butt of jokes and put up with what I've had to put up with to do this, is because there's a group of people who know this is real, and who know what the implications are, and they are the gravest implications imaginable for this reason: If we stay on the path we're on, we're going to sink into further geo-political chaos, growing disparity between the wealthy and the poor nations, increasing international resentment over U.S. presence in the Middle East, increasing energy shortages, particularly if we had an interruption in our oil supplies from the Middle East and foreign countries where we're getting fifty percent of our energy, and a collapse in the biosphere within our lifetime, with both polar ice caps currently melting. It's stupidity, when we have people. If you will contact your members of Congress, and your senators, and the President, even in this crisis, and say, We can say goodbye to the oil and the sands of Saudi Arabia, and Iraq, and Iran, as soon as these projects are declassified, and god almighty, we want it done now! [APPLAUSE]

Fifty years of human history have been hijacked just as surely as those jets were hijacked yesterday. And we can make a better world. And here's the world we can create if we work together. We can begin to declassify this information and we can put our wise elders to work on our relations with extraterrestrial life forms. We can allow these technologies to be declassified and applied for peaceful energy and propulsion purposes. We can begin to have a world where this four billion people that are living in abject poverty can live with some dignity and decency, and which will greatly ameliorate geo-political tensions and lead to a rapprochement between the first and third world, and a truly peaceful and unified planet. This we can do in our lifetime, but it's going to take a great deal of work on our part.

What I would like to suggest is that there are other implications. This falls into the area of the Law of Unintended Consequences. Back in the 40's and 50's when the lid was slammed on this subject, which we can now prove, believe me what you're seeing here tonight, these two hours, the next hour you'll see the rest of the testimony, is one-sixtieth of what we've already recorded, which is one-fourth of the people we've identified. So you're going to see one-two-hundred and fortieth, and that's it. That's all you're seeing. We can prove every statement I am sharing here tonight in any court of law with government document backup, and in many cases with hard evidence. [APPLAUSE].

To say that some of these witnesses are terrified is an understatement. You know, I feel like I've been the cosmic hand-holder for ten years. I had to go to the Pentagon. I was asked by the head of intelligence for the Joint Staffs, who had an office not far from the section that was blasted yesterday. This admiral, Tom Wilson, who was the J2 position, the head of intelligence Joint Staff and I, met along with one of the Apollo astronauts and a couple of these military witnesses, one of whom has not been recorded because of security reasons--his family were some of the original directors of NACA who saw some of the extraterrestrial bodies brought into Langley way back. He found this out on a deathbed confession from his father. But in this meeting with the Admiral, we [came to a conclusion] based on information I had given the Admiral, which had included some of the code names--you want code names? Project Red Light, Project Looking Glass, Magi Control, Royal Ops, Cosmic Ops. Don't walk, run to anyone you know who has access and ask them to go into these classified areas and take whatever they can out and hand it to me. We'll take a walk on the beach, and I'll take full responsibility for it. I've been doing it. I'm a big boy. I'm willing to do it. Nobody has to be identified, because we have concluded the following: None of those projects have legal classification controlling authority. Why? They've opted out of the system because they have subverted it. And essentially the head of intelligence Joint Staffs said, "I am horrified that this is true. I have been in plenty of black projects, but when we tried to get into this one," he was told, and I quote, "Sir, you do not have a need to know." The head of intelligence Joint Staffs. You don't have a need to know. Neither did the CIA director, and neither did the President. Who the hell does? Well, a bunch of bureaucrats and corporate and other people who have these projects, and people within the National Reconnaissance Office, NSA, and very compartmentalized islands that are free-standing islands that basically operate as their own sovereign nation. We can prove that they've violated the Constitution of the United States. They were operating outside the rule of law, a priori, they cannot hide behind the law by enforcing National Security Act regulations on anything they have. Which means that somebody can haul an entire ET spacecraft out of a place, and I'm asking them to do it, and do it now. We're ready to roll! [APPLAUSE]

We do have people with that kind of access. Of course, they're nervous. But, I do have some documents in these books, that if you look at them carefully, they are secret and top secret, and they have not been declassified. An FBI guy said, "You know, it's a $10,000 fine and 10 years in prison each time you share that information." I said, "Oh, really. Oh, come put on the handcuffs now. Let's get on the dance floor. Because then you will prove that these documents are real, we'll be all in the media, and we'll get on the dance floor with a lawsuit, and we'll go to discovery. I mean Daniel Sheehan who did the Iran-Contra and Silkwood and Pentagon Papers is ready to rumble. Let's go." They didn't bother me. You kidding?

So, if you know anyone with access, put them in touch with me. If you know anyone who's a past witness, put them in touch with me. I'm a physician. I can maintain a confidence to my grave if I have to. I've got 350 additional guys like this that no one knows about. But, the world can't wait 50 more years for the truth to be known and for these technological advances to begin to be applied. Because once that is known, we can then say every single country and people, every continent, can have energy extracted from the ambient environmental electromagnetic flux field. This is not pie in the sky, and it's not "perpetual motion." This is an advanced physics which is well known by people who we're working with and who can prove it. These physics will permit a society, if they're in the jungle of India, to have energy for electrification, irrigation, crops, light manufacturing, with no pollution and no multi-trillion dollar infrastructure for power lines and fossil fuel or nuclear power plants. Imagine what would happen to the world economy when that blossoms. This is the tide which will lift all ships on planet earth. And we cannot have it deprived from us any further, because if we do, the wake up call yesterday--which is a horrific tragedy in the history of our country, worse than you can know. It's unfathomable what happened--will look like a minor event. A minor event. And we've known this for a long time.

I've been in meetings with top national security people for years. I was on the phone yesterday with my national security military advisor, one of them--we sort of have a little bond, a little kitchen cabinet that runs around with me--and there's no question that the fundamental structural geo-political problems cannot be fixed with a zero-sum game of the way the world is operating today. Fossil fuels are the ultimate zero-sum game. It defines poverty, because Europe and America is only ten percent of the world's population. The other 90 percent of the world's population, if they began to live anywhere near how we do, the price of a gallon of gas would be god only knows, about ten or twenty or thirty dollars a gallon, maybe a hundred. It would just be unbelievable, and everyone that I know at the Pentagon and the Department of Energy last year and the year before when we had meetings said, "We will see world war over the Middle East and oil within this decade," and that was said to me in the Fall of the year 2000. And here we sit, on the brink of war.

Unfortunately, those of us who have been raising this alarm for eight, nine and ten years at the highest levels of the president and national security and the military and Congress, these people who have not heard it from us privately are going to have to hear it from the People. And so the hundreds of people here [tonight] need to tell several thousand more people here, and you need to hound your representatives and your senators to death. Go to every town hall meeting and demand that they take a look at this as it impacts national security, the world's security, the energy situation, the environmental situation, and the fact that we have our democracy and the rule of law made a mockery by the continued existence of these extremely classified projects which dare to lie to the President of the United States and to deny access to the top brass we've met with on this issue.

This is not to say that every top brass isn't in on the game. Some have been, some haven't. I met with the head of the Ministry of Defense in Great Britain, the former head of the Ministry of Defense, Lord Hill-Norton, he was a five-star admiral, "sea lord" they used to call them. Lord Hill-Norton and I were sitting in his cottage--as they call them, those grand, thatched manor houses in Hampshire--I was in his parlor with him, and we were talking, and he had a little teeny note pad, meticulously taking notes as he interrogated me, basically. He shared with me that while he was head of the Ministry of Defense and head of the Military Committee for NATO, he had never been told about this, even though after he left that position he learned that these projects existed--that there were places like Midworth Hill, and other places that were National Security Agency-controlled facilities where we were dealing with these issues, tracking UFOs and everything else. And he said, "Why didn't they tell me?" I said, "Well, you're in good company. They didn't tell the CIA director or the President either." He said, "Yes, but I was head of the MoD, which included like the CIA. I'm like your Secretary of Defense and director of Central Intelligence. And I still couldn't find out anything." He fully knows now that he was kept out of the loop. When he asked me why again, I had to tell him the sad truth. I asked him a very simple thing. He's about five-foot two, fierce blue eyes, really intense guy this admiral. I said, "Sir, what would you have done if you had learned that there was a clandestine, multi-hundred billion dollar project that had the solution to all the world's poverty, energy, and environmental problems, which was classified so top secret that it was being denied access to some of the leaders of the world under any interpretation of any constitution in Great Britain or Canada, or of the United States, and that most of it had been privatized into the private sector under Work For Other, WFO contracts, and labyrinthine accounting names, that were quite frankly equivalent to the RICO, organized crime." He said, "Well, I wouldn't stand for it for a minute!" I said, "That's why you were never told." You see, you're a stand-up guy, Lord Hill-Norton. They're not going to tell you, because you're going to follow the law. You follow the rules. You believe in civilization. These people dedicated to themselves the right to cast all that aside while the world goes over Niagara Falls in barrel. And I say it's been long enough. [APPLAUSE]

Do you like the film so far? [APPLAUSE]

Like I said, it's two hours out of 120 hours that I have archived. This is ET 101. This is the public consumption. This is what you get through your member of Congress. We've got some stuff that's so gnarly it'd curl their hair--they wouldn't sleep for a month. So, wait till you get to Level 2, 3, 4, and 5 of this disclosure. You ain't seen nothing yet.

But the issue becomes, if you can get this issue out, there's a whole new world waiting. But, in the final analysis, it's going to require incredible levels of cooperation amongst all the peoples of the world and the military and the intelligence community. Now I'm going to say something here that some people are not going to like. We need--desperately need--the military and intelligence community. And I mean desperately. You have no idea how dangerous the world is. I lived in the Middle East for three years, and you have no idea how valuable these technologies would be if misapplied to a terrorist. They can save the world, or end it. And if we don't get them disclosed, we're headed to hell in a hand basket anyway. If we disclose them and don't have selective security in place worldwide, we don't have a strong ability to monitor their use, adios amigos. You're talking about extracting energy from space-time structure, and misapplied it would be a worst case scenario.

So here's the trick. In the final analysis, this is a test of the will of the people of the world to vow to live together in peace and until all the dogs of war are tamed--to at least put them on some very strong leashes. And believe me, you're going to need some people to put them on some leashes. There are mad dogs out there, and they are going to have to be watched. Every generation or so there's a Hitler. These are the facts of the human race. You cannot be a Pollyanna peacenik and deal with this issue, either. Get real. Grow up. I'm here to tell you that this is something where you're going to have to come together as a people, a civilization, and figure out how to utilize resources you have. And you know who the biggest supporters of this disclosure are? They sit over in that funny-shaped building at the Pentagon. They're not the peace community, or the New Age or UFO crowd. Not a chance. Who are you kiddin'? These men and women, who have risked their lives in Viet Nam and other places to defend democracy, when they find out that there is a rogue, parallel secret government cut out, that has subverted the Constitution that their buddies who have died in their arms sacrificing their lives for, are livid! Just like Lord Hill-Norton was. Furious! But they can't act unilaterally. Here's the trick. They're in their compartment, and they're in their role as soldiers. And they do what the political leaders say they should do, because they play by the rules. It's precisely the people not playing by the rules who are getting away with it because the People have not exerted their will. But all these fine people, 99 percent of the people in the intelligence community are fine people. Wonderful people. They want the truth out and they want to help us build a world of peace. I know them and I work with them, and they are the strongest supporters. So don't tar everyone with the same brush. Yes, there are some rogue and nasty elements, but they're not the ones that you deal with. We're dealing with the good folks--the white hats in the military, intelligence and political world. And they exist, but ultimately they are not going to act unilaterally if the political leadership knows nothing about this, because they get their information from Larry King Live, or from some tabloid, or from movies like "Independence Day."

You think the head of the Senate Intelligence Committee knows anything about this? Rubbish! I met with these guys. They couldn't find their ass in a well-lighted room on anything related to this subject. (One of my daddy's expressions--the South is colorful where I grew up. You know, if you really want to make a movie that's funny and eccentric, it's got to be in New York, the South, or involving the gay community. One of those three it's gotta be, then it's hilarious)...But the fact is, we have, and we can prove this, the technologies, the knowledge, and the political understanding of how to move into a new chapter of human history. But it's going to take people demanding that kind of action from our political leaderships, or forcing the issue by coming out with a de facto government disclosure. Or both.

Essentially what we are doing, we're doing in fits and starts, as we've never been capitalized to do it. By the way, don't think all this is so grand. It's been done on $3.95 equivalent, basically funded by a handful of people. If you want to hear the story of how this book was created and how this video was created, I flew around all over the world with a digital camera interviewing all these witnesses. I then bought a dual-G4 Mac computer with 100 gigabytes of memory, and edited 120 hours of this footage down to 33 hours. Then I edited those 33 hours. Now I'm an emergency doctor, and unless it's a defibrillator or respirator, forget about it. I'm an idiot with machines. But I figured out how to do this, had a guy come in from Hollywood, fly in to show me how to use it. And then he says, "I can't work with 33 hours." I said, "Well, this is as narrow as I can get it from 120." He says, "Well, who's going to look at 33 hours!" I said, "Oh, you're right." So then I pared it down to 17 or 18 hours, and then I gave it to Jeff Fill. Thank you, Jeff. He's the one who made this two hours out of the 17 hours I gave him. He did it in his free time, full-time employed in another company with a wife and two kids. I did this with a wife and four daughters, and trying to run and set up the logistics for the Disclosure Event in Washington. And guess what? We didn't have one full-time--not even a secretary. Nobody! You're not going to get this done that way. You're going to need support, and I mean seven and eight-digit support. You've got to help us find it, because we're just fresh out of juice.

Now, the other thing that's interesting about this is that the book--I took the 33 hours and put it into audio tapes. And those audio tapes were transcribed by a pool of transcriptionists in Washington whose brains were fried at the end of the 33 hours--it was 15 times what you're seeing here. Then, with my laptop computer, as I flew around the world setting up the logistics and getting the funds to do this National Press Club event--it cost us $80,000 for the day, by the way, to do that--created this book on my laptop in four weeks. And my wife then had it laid out, and we got it printed. We did it ourselves--had to write a $40,000 check, just wrote it--you think any publisher's going to print this? It names names and kicks ass. Not a chance. It names all the corporations. It names all these witnesses. Only two of the 69 witnesses in this book are anonymous, and that's done at my request for strategic reasons. That's how it's been done. So if you're going to do this as a de facto government disclosure--if the government won't act, because they're going to be tied up for a while--you're going to have to have the ability to do it. You're going to have to create a mass movement, and you can't do that without some help. We need your help. Please help us.

The other way you can do it, and this is a major thrust I decided yesterday as I watched the World Trade Center. I took all my daughters up there to show them New York, and we go to New York a lot. I live near Washington. I have a little [condominium] there in Washington, and we go to New York all the time, and we have friends there, and family, and my wife grew up there. As I saw the World Trade Center's towers fall in on themselves and pancake down to a pile of rubble with tens of thousands of people still in them--you'll never know how many people died in that--it's horrible, horrible--I thought to myself, Well that's it. The folks that I've identified in the last couple of years who can build an alien reproduction vehicle or an energy device which would sit on this table and run your house off the grid in perpetuity, without pollution--we're going to gather them together, we're going to scrape together the capital funds, we're going to come out with these technologies, and that's going to be the Next Big Thing you hear about. [APPLAUSE]

We have a whole strategic plan. I put it together two years ago. I was waiting for the right time to start on that. Now's the time. I have a major network news anchor ready to cover the existence of this technology as soon as it is triple-betted by three independent laboratories with scientific reproducibility. We're not there yet, certainly, because we're just going to be starting this. But when we have it, we'll do it and you'll hear about it. This will be run professionally, and the billion people who heard about the Press Club on the 9th of May, it'll be three billion people on the planet [who] will hear about this.

Who will own it? It'll be owned by whatever entity has to shelter it out, and then it'll be owned by the whole world. Look, once the information is out once--once it's out and it's proven and it's on the radar screen of society, people are going to be figuring out, Hey, this isn't that difficult. You know what? The alien reproduction vehicles that were seen at Norton Air Force Base in '88 and were fully operational in the mid-60's-off the shelf technologies. Not that esoteric. It really isn't. I was stunned when I found out about it. It is absolutely mind-blowing. And my uncle, who designed the lunar module is a senior project engineer--of course a lot of people work on that--but he was the senior project engineer who worked on the lunar module at Grumman, were given these little jet thrusters and stuff, just junk. Junk! He did the best he could--I'm not criticizing the old guy, a sweet guy. I love him. My middle name, Macon, is the name he goes by, Macon L. Epps at Grumman. He's about 80 now. But, I said, "You know, Uncle Macon, by the time that thing landed in 1969, we already had alien reproduction vehicles."

And now we can prove it, and in this book [Disclosure Project] we have a drawing of it! We have the whole scheme of it--a few details left out by the guy who did it, but he's willing to work with us and build one. He said for five or ten million dollars, he could build a to-space-and-back device that would seat four men with off-the-shelf things you can buy, that will go faster than the speed of light. Faster than the speed of light! I kid you not. This is not a joke. It's a whole new world.

But the first thing we want to do is not worry about these advanced propulsion systems. We want to get the energy and technology devices out. Why? Because that's what the world needs desperately. This is why there is such huge disparity and why there is not rapprochement between the first and third worlds, and why we're still dependent on oil imports, and why we're still fouling our nest, and why we're still facing an energy crisis that'll look like Mad Max 3 when everyone starts fighting over the last little bit of oil that's available, as six billion people try to industrialize, with India, China and Sub-Sahara Africa, and all over the world. And so, the first thing we'll deal with is the basic energy generation. This is doable. The big barrier to it isn't ownership and capital, it's a group of people who control it. Here's what's going to happen [once the technologies are released]: all the little inventors will come up with this--by the way, Tesla came up with this stuff. He's a genius [APPLAUSE]--you know, you can forget the ET's for a minute. The laws of the universe are the laws of the universe, because I've got news for you--they're universal! Isn't that nice? And what that means is that we have the ability to move into an era with these technologies supporting the whole world, and a zero impact on the environment, almost zero impact. [APPLAUSE] Why do I make that statement even with six billion people? Consider this. If energy costs virtually nothing because it's being extracted from the ambient electromagnetic quantum flux field (which is what it does and these things do)--one hundred percent recycling, virtually zero cost. Manufacturing--we already have the technology to scrub all of our smokestacks and water pipes to zero effluence, zero pollution, but the energy costs are prohibitive, so it comes to a point of diminishing returns. When you change that equation, all your manufacturing is clean. All your recycling is clean. You don't have to cut down stuff. You're not digging up coal out of ground, you're not having oil spills. We can have a beautiful, blue planet with abundance and a high technology, but we're going to have to live together in peace.

And so the ultimate challenge is this: the disclosure of this subject will have great impact on that, because the world will realize that we're not just dealing with homo sapiens, and that there are life forms out there that are here not because they're hostile. Look, someone said, Do you think they're hostile? I said, Well, let me put it this way. If you have the ability to travel through interstellar space, and you want to get rid of this gnatty, bothersome planet, and you're dealing with the laws of the universe and physics that make hydrogen bombs look like tinker toys, this could have been taken care of--the problem of homo sapiens--could have been taken care of in point-one nanoseconds, no questions asked. I said this to the colonel in charge of the foreign technology division at Wright-Patterson Air Force Base in 1993, when he asked me this question--a meeting, I might add, that was set up by the head of intelligence for the Joint Staff, predecessor to the man I mentioned earlier.

Ultimately, then, it becomes a challenge: how are we going to learn to live together? We're going to need to have security, enforceable security, and we're going to have to understand that it's not just on earth, but in heaven--the heavens--space. Because life forms visiting this planet, they're not here because we have something they need. That's a fantasy. If you can go through interstellar space, you understand the structure of space, time and matter. You can manufacture anything you want out of the matrix--that's what we called it before that darn movie came out--of the substrate, if you will, of space-time. You don't need to come here. This is a fantasy! Anyone who understands the physics...come on, get real!

So, the point is, they're here because they're concerned as they watch our planet go from an agrarian society with muskets killing a few hundred or thousand people, to hydrogen bombs that can kill billions, and now we're going into space with them! And here's the problem: there's a cosmic trip wire out there. Make no mistake about it. We're pushing the envelope right now as we speak. And don't let the rogue elements convince you there's a threat in space, so we need to go into space with weapons. There isn't one, except what we're manufacturing. And if we go into space with weapons, we will simply escalate the risk of a worst-case scenario for our planet. We need to keep the weapons out of space, we need to make peace on this planet through collective security, and rational plans and diplomacy. We need to create a world that's just, because in that justice you will have an abundant society capable of being peaceful. And where there are the few dogs of war that will not stay on a leash, you put them down. You put them down. [APPLAUSE] We want peace, and it will have to be done.

I had a DIA guy, you know, and he says, You're a doctor, you save lives, and blah da blah, and he asked me this question, this Defense Intelligence Agency guy who came with me on an expedition to the Southwest near Fort Wachuka Army Intelligence Headquarters--that's another long story--there's a whole underground facility at Fort Wachuka where a lot of extraterrestrial bodies and craft are kept that we've gone to--nine of them that are there. I have a witness who worked in that area who should be subpoenaed. He's not in this yet. He's scared to death. But this DIA guy said, "If you had been there with Hitler, would you have thought it was good to have killed him?" I said, "Oh, yes. I wouldn't have a problem with that." He said, "But you're a doctor." I said, "Yeah. But I also lived in an apartment building in Haifa, Israel, when I first lived there with a whole group of people who had survived Auschwitz and Dachau, and I know what happens when you don't put the dogs and mad dogs on chains. And sometimes the chains aren't enough." Too bad, people may not like that, but that's the way it is.

The world is going to have to come together rationally, but with vision and with leadership to make it through this very rocky time we're going to pass through. It can be done, and it isn't a left or right or liberal, or conservative, or American, or Saudi issue. It's an issue dealing with homo sapiens. And the disclosure of the fact that we're not alone in the universe in a positive way can bring the world together, and reinforce the fact that we are all one people having this little blue place out in space. This is our home, and we as children of earth need to come together to go out in space, not with weapons of mass destruction and stupidity, but as people willing to interface with these other life forms peacefully, as fellow, conscious, sentient beings, recognizing that there is a Universal Being--a Universal Mind--shining within every single person in Creation, and everything in Creation. We have to find our oneness with them on that basis. We will have to develop a universal spirituality. We will have to develop a sense of universality. And this is the next step for the human race. It has been delayed for 50 years spiritually, it has been delayed for 50 years technologically, it has been delayed 50 years socially and politically. And we can't delay it one more year. [APPLAUSE]

I want all of us to consider what it is we can do. People say, Oh gosh, you know, I'm a school teacher from Portland, or I'm a computer programmer from Salem, or I'm whatever. And I say, "Well, I'm a country doctor from Virginia." I really am. You know, I go into the Pentagon when I go to do a briefing for the head of the Defense Intelligence Agency, and you know, you have to steel yourself--Oh my god, what am I doing? And then you go in there, and the first thing you say is, "Oh I'm just a country doctor from Virginia, but here's what I found out about this!" And they all laugh. But what you have to do is ask yourself whether you're going to carry a thimbleful of this effort, or a gallon, or a whole huge ocean. Carry it. Do what you can do.

You know, I had an astronaut who'd walked on the moon tell me, "You know what you're doing is an enormous undertaking. But you just have to put one step in front of the other, and keep moving one step in front of the other." If we all march one step in front of the other and do what we can do, it'll be enough. It'll be enough.

You don't have to be perfect. I'm not. I kind of enjoy not being perfect. It's fun being naughty and human, but the fact is there's a part of us that loves that, isn't there? I do. But the fact of the matter is you want a certain number of imperfections. We don't want too many, because then it's no fun. I remember there was this guy I was sitting with in the plaza there in Rome, and he was an old Italian guy. And he says, "Well, a man should culture three vices. And he's not a mature man until he has three vices that he's carefully cultured for his life."--one of these Old World characters--very funny.

But the fact is that we don't have to be perfect; we have to aspire towards perfections. We have to see the ideal and bring it to us. We have to believe we have it in ourselves to do better than what's happened in the past 24 hours. We do as a people. And we can persevere into a future where there can be justice throughout the world, abundance throughout the world, no pollution and sustainability. This is what it means to be an adult today. We are the last generation--those of us between puberty and senility, which is everyone in this room, I think--we're the ones who are going to have to create that new world, that chapter that must open. It isn't going to be anyone else. And we're the last generation who has time to deal with these terrible issues.

I had an admiral in 1992 say, "Yes, Dr. Greer, you're right, this is wonderful, I agree with you, this ought to come out. But just do it after I retire! This is too big of a deal." This issue is so grave and so serious. Laurence Rockefeller took me out on his deck in the Tetons and said to me privately--he pulled me out there and we were standing by the original Remington with the headdress looking up at the stars--the Native American on horseback, you know that one, very famous? Of course, it was the original because it was at Rockefeller's place--they have the original of everything. And Laurence told me, "You know, disclosing this, the implications of it are so vast and so profound that no aspect of life on earth will be unaffected." I said, "That's right! That's why it needs to be done!" [APPLAUSE]

But why aren't they doing it? They're not doing it, the leaders that we met with aren't doing it because they're wanting you, the People, to insist on it first. Why? Because they're scared. They are scared. And they will have to have our support as a shield in order for them to deal with this. We're the shield. If you think there is that kind of political courage in Washington, get a grip! It hasn't existed for a long time. I've met with every level of society you'd want to name, and I will tell you it's not that they don't think this is real. They know it is. They are terrified of taking on the rogue elements that have kept it secret, and they're terrified of having their careers and ambitions trashed by being called "Senator Moonbeam," or some other derogatory, defaming term. Because the chief ways this issue has been kept off the radar screen is through control, fear and ridicule. And ridicule has probably been the most effective. It has been defamed and ridiculed so heavily.

I spent time with one of the directors of NASA, and the Deputy Director of the National Sciences Foundation for eleven hours on a private oceanfront home in Santa Barbara to brief them on this. At the end of it they said, "This is absolutely true. I have no doubt this is true now." I gave them everything you can imagine and some stuff you can't imagine. And I said, "Will you help us?" And these were both people concerned with planet earth and the environment and climate change and all this. And they said to me, "Well, you know, we really can't because of our careers." I said, "But we're talking about the future of the planet!" Didn't matter. They're going to play it safe. So a few of us are going to have to not play it safe. Because the most dangerous thing the world is facing is people covering their ass, CYA, playing it safe while things like what happened in New York keep rolling. And it isn't going to change until people lead. And when the People lead, the leaders will then follow. On this issue, more than any issue in history that is true. [APPLAUSE]

I would like to ask all of you, then, to do what I try to do in my own little way. I've had to suspend my medical career, and have foregone a huge amount of income and my own funds to get this far. And there are other people. You know the single biggest supporter of this effort is another emergency doctor, and the second one after her is another doctor. And the reason for that, is that they go, "My god, you're in your mid-forties, you've got two kids in college, how are you living?" I said, "I'm not living." And so, they know what I'm giving up. You go through all those years of medical training and residency and for ten years I practiced ER, you're at the top of your game. And you kick it to the curb to do this and be called everything in the world. Every name in the world. And so, they helped us. And what I'm wanting to say is whatever you can do, whether it's networking this to the environmental community, getting a hold of your members of Congress and senators, helping us raise the funds, opening the doors, doing the grassroots guerilla networking. Whatever it is, like the fine volunteers who put this on. Please look in the mirror and say, What can I do to help? First, if you're not sure, read the evidence. Get the evidence and read it. I'm afraid the CD-ROM isn't here, but you can order it. We don't have copies of this here. But if you can say you've done the best you could, then that's enough. And that's all anyone in the world can expect of you, or that you could expect of yourself. That's what I try to do. I just try to say, Is this the right thing to do? And if it is, I do it. I've had people say, Well, aren't you afraid? I said, "No, why?" You know, I've taken care of children who have died in my arms. I had two 15 year old boys come in from the high school, one stabbed through the left ventricle of the heart, the other one eviscerated--iliac artery severed with his intestines up on his chest. And we tried and tried to save them, and one of them lived for a day or so, and then died. And you know what it was over? One of them had patted the other one's girlfriend on the fanny.

So, I've walked through the Valley of Death a thousand times, and all I can say to you is that this is the Pearl of Great Price. This is worth the effort. This information can give us a new chapter in the human experience. And if not us, who? And if not now, when? It is time that we move on, and I ask you for your help and your support, and to look to your own heart and see what it is you can do. Because if a few hundred people in Portland begin to move on this, and that grows to a few thousand, you can change everything that's going on on the planet, including in Washington and in New York today by your efforts. Make no doubt about it. I have a hundred percent certainty in that. We're limited only by our imagination and by our faith. And I would say be full of faith--have few beliefs--be full of faith, and go forward, and if you can, join with us to create a new chapter and a new world that will be sustainable, just, without pollution, and which will be able to go into space as a unified and peaceful people. That is the future of the earth, and one way or the other, we will get there, have no doubt about it. Don't worry about these scenes of the Apocalypse. As bad as it gets, we're still going to get there. That is where we're going to end up.

There is only one survivable future: a peaceful one. That is the only possibility. And if you think that we're going to go into space with weapons, think again. The boys and their toys are going to have to get over it. Because if you can imagine weapons a thousand-fold more destructive than a hydrogen bomb, that's what you're dealing with with interstellar technologies. We already have them in classified projects. The ET's certainly know these sciences. If mutually-assured destruction was assured when we had a thermonuclear launch, believe me you don't want to entertain the thought even for a nanosecond of these other things.

So there's one future, and we're right up against the limit. We've gone as far as we can as squabbling monkeys. Okay? We're going to have to learn to live together, and we're going to have the people--the strong soldiers for peace--to enforce that peace initially until we become more enlightened generally. And we will then be able to go out into space. They are waiting for us out there. They're waiting for us! And they've been waiting for decades as they've seen us come together technologically, but then going sidewise into warfare and the use of every new breakthrough in science for weapons. They're waiting for us to mature to the first stage of the maturation of the human race, which is a fundamentally peaceful planet. And then the cosmos will open its arms wide, and the entire universe will be open to us and our children, and to our children's children. Let's go there together.

DR. GREER'S RESPONSES TO AUDIENCE QUESTIONS

Re how we're going to handle these intractable internecine battles...

It's a very complicated issue. I lived in the Middle East for a number of years. I have many friends who were Muslim, many who were Christian, Jewish. Ninety percent--ninety-nine percent--of everyone of every faith just want to have a peaceful life. You're dealing with a very small number of rabid people that are the equivalent of mad dogs. And you've got to put them on a chain, and if they won't stay on the chain, you put 'em down. And you do it however you've got to do it. You've got to protect the good and peaceful people of earth from these ravenous wolves. And we have the ability to do it. And I'm going to tell you something. I've worked my whole life in alternate communities and in this and that, and if I really told you what I think we should do, and should do tomorrow, nobody here would want to talk to me. Anyway, I'd be probably a little to the right of Barry Goldwater.

Is part of the rogue government behind part of the administration today?

You know, I try to be as non-partisan as possible. I will say that within every administration there have been Trojan horses that have been there as keepers of the secret, and who have frequently either disinformed or misled the President or other key people. I think President Bush certainly has limited if any knowledge on the subject. I think, yes, there are people in his administration who have long-term and deep knowledge of this subject--and I know who they are. I have witnesses who have been at retreats with them on this particular issue.

So, yes, there are people there who know. I think the larger issue is, there are two or three hundred people globally who really run the super-classified projects, but the ones who really know what's going on, it's like an onion--you keep peeling it back--and at the very core of it, it's about 25 or so folks. And I've met with some of these. Read between the lines of what I share today. You don't meet with the people I'm meeting with. But I'm sort of the ultimate renegade who's collected hundreds of people willing to come forward in little bits and pieces. And behind these first hundred are 350 more that are deeper and deeper and deeper. Now, the issue is that we are trying to build the pressure to have this come out in an orderly way. There are other ways to do it. There are other ways to do it. But we're trying to do it this way first.

But, yes, there certainly are. We know that there are. You know that there's a legal strategy we're looking at that costs about two or three million dollars to do. We don't have the funds for it. We have a legal team we're putting together to prosecute this. There's the RICO, there are other statutes we could activate as civilians that would force this disclosure. But it'd be a very expensive court case to go to end camera. You'd have all sorts of appeals. It'd take them a while. We were first trying to take this through the mass movement political route, but there are other strategies. And the ultimate one is this energy system, which you just put it out on the table and say, Here it's running. And you have another one that starts levitating. Can this be done? Yes, it costs a few million dollars to do it properly, to get the PR and everything in place. It's going to be risky. You're going to suffer a Section 181 seizure attempt by the National Security apparatus that is in the patent law, and also in the National Security Act, that allows the seizure of anything that could be deemed of value to the national security. So that's another approach. But the main thing we want to do is just get the job done.

Re the rich corporate controllers letting go of these technologies...

I try to look at every human being in the best possible way. Not naively, but in what they could do and what they could be. There's about forty percent of this so-called Magi controlled group that are now supportive of what we're trying to do. Now sixty percent would probably like to see me floating down the Hudson or someplace. But the point I'm making is that many of them are educable. Many of them understand the problem, and many of them are in a support role. I'm still standing here today, I think, because I've got some very good people at NSA and elsewhere who desperately want us to succeed.

So don't paint everything in this sort of simplistic conspiracy-minded pabulum. It's bullshit. Excuse my French. But the truth is that we have a lot of education to do on a deep spiritual level as well of what needs to happen. And this is fundamentally a spiritual crisis. Make no mistake about it. It is fundamentally a spiritual crisis. [APPLAUSE]

Re locations of special projects...

The state of the art facilities are in Australia and in Utah. The state of the art facility for North America is in an area that took the place of the Nellis Range, that's in Utah. I know where it is. It's not accessible by any road and the air space over it is restricted. There are alien reproduction vehicles that look like flying saucers that fly in and out of there. We have people who have actually filmed them. Same thing with the North Base at Edwards. You have to remember one of the key facilities is the Edwards Complex, and Jackass Flats, and the Piute Mesa out in Nevada. But you have a number of these that are integrated. Are they connected underground? Yes. They are all underground connected. The Los Alamos facility, I have a scientist there who just retired this year who confirmed an underground connector from there up to the Four Corners area where there is a vast underground complex. We know where all of these are, and I have witnesses who can expose [this] to the Senate--anyone who wants to hear. Now you know, interestingly in this book [Extraterrestrial Contact], I put a list of these facilities in here.

I'm going to tell you a story I've never told publicly. There's a congressman, a very, very powerfully congressman who's a rising star in the Republican Party, Christopher Cox of Orange County, who headed up the Cox Subcommittee on the Los Alamos nuclear secret leaks. When I met with him, he said, "Where are these things, and who's doing this?" I said, "Well, I know where they are because I have 400 guys supporting me in the intelligence and military communities. And he said, "Well, put it together for me." It's in here. Two pages. I never point it out. It's the hottest thing in this book, two pages. So anyway, they're all listed in there somewhere, you'll find it.

Any indication of malicious alien intent linked in to the rogue elements...

No, I haven't seen that, and what's interesting about that is what I have found--this I wouldn't have believed until I was personally exposed to it, and that's all I'm going to say here--is that we have the full capabilities, and I have people who can be subpoenaed to support this in any court of law although they'd have to be under massive security protection, what I'm about to share with you. That we have had for decades the capability to simulate a hostile, malicious alien presence, and have done so: humans to simulate, to hoax it. Up to and including everything you've ever heard about: vehicles, life forms, the whole thing. One of the men I recently interviewed is a Green Beret Special Forces who with some other folks had been involved in abducting certain military and political figures to make it look like they had had encounters with extraterrestrials. And he described to me in excruciating detail how he had done this. He said to me, "There are a whole lot of people out there who think there are a bunch of big, bad aliens we need to fight, and don't know that we did it." He thought I would be stunned, but I said, "Oh, yes, I heard this in '94." He told me this last Fall in the year 2000. And I said, "Oh, yeah, I learned about that in 1994 from a head of state in Europe and a member of one of the royal families. And he was just stunned that I had known this for seven years. I said, "Well, of course, we figured this out a long time ago."

So believe me, there's so much deception. Ninety percent of what you'll be exposed to is deceptive. If there were truly life forms from interstellar civilizations with advanced technologies who were hostile towards the earth and humanity, it would be point, set, match over. But on the other hand, there have been attempts to spin and position this subject within a certain eschatological framework--sort of an end-of-the-world doomsday framework for its value both in terms of psychological warfare and in setting the stage for the next big expansion of military-industrial spending for weapons in space. That's what that's been about. It's a very complex issue. You've opened up a Pandora's Box, but actually it's something that is germane because we have to be aware of the fact that we are tremendously vulnerable to the effects of deception and disinformation simply because the secrecy around this subject lends itself in that vacuum to all kinds of theories and assumptions and leaps to be made, which aren't warranted.

What I had to do beginning in '93 and '94, was to penetrate these compartmented areas and find out what they were doing. And believe me, the first couple of people I heard this from I thought it was nonsense. When I heard it from half a dozen people who I knew were real military insiders, I went, Oh, my god. So there's a tremendous amount of disinformation that's been rolled out onto the public, into the airwaves, into the movies like "Independence Day," into the folklore of ufology, into the research community--all kinds of things. It's designed to control how people view this whole matter in a dialectic--an us vs. them dialectic. Because the ultimate dialectic isn't Arab against Israeli, or Muslim against Christian. The ultimate dialectic for conflict is Earth vs. others. Then you can unite the world and extract not a few hundred billion a year, a trillion dollars a year eventually out of the world economy as we go into space weaponized. So that's the long-term military-industrial agenda.

There's a report from Iron Mountain that described this in the 60's. I have it. It is not a hoaxed document--it is real. And it is discussing the fact of God help us if peace breaks out. What are we going to do with a trillion dollar a year military-industrial complex? And it was concluded that we had to create an alien threat. And by god, they've been doing it very successfully for decades. So you have to know the game plan, and once you understand the agenda, then all these other things that seem incongruous make a lot of sense. And that's what my job has been. By the way, when I go into a meeting with the head of the Defense Intelligence Agency, I tell him just what I told you. I tell him, "Sir, you and the President and the national military command authority is absolutely vulnerable to a deception indication and warning"--a false I & W, as it is called in military war college parlance--where an entirely hoaxed attack would take place that would look extraterrestrial, that would be run completely by humans, because it would have a certain effect in galvanizing the world. Have I personally met with people who have sat in on planning sessions for that? Yes. And do I have more than one corroborating person for that scenario? Yes. This is why secrecy is so dangerous. We've got to do something about correcting--not classified projects that are appropriate--but these out of control ultra-secret projects that are clearly escaping the bounds of reason and legal control from our Congress and our president.

Re contacting ET's with thought...

Well, you know, if you read this book here [Extraterrestrial Contact], it goes into what you're asking about. The initial program that we started was a diplomatic program to contact extraterrestrial life forms. We did so successfully. No matter what you've heard publicly, we did so successfully. The head of Army Intelligence immediately intercepted us, and asked me, "What the hell do you think you're doing?" And I said, "Well, we figured out the Rosetta Stone of how to make extraterrestrial contact. And it's through non-local non-linear technologies that involve not only light and sound, and tones and signals and conventional things that are electromagnetic, but thought. Because thought in consciousness is the ultimate non-local substrate through which interstellar communications take place. And we can prove it."

Now one of the embarrassing moments of my life was when the CIA director and his wife, the head of the National Academy Of Sciences, and my wife and I, and our host and his wife were all sitting at the table. I love this story. It's in the preface of my first book. Dr. Woolsey, Sue Woolsey, who was chief operating officer of the National Academy of Sciences, turned to me stopping the conversation and says, "How are they communicating through interstellar distances?" Well, I know the answer, but I thought, If I tell her I'll forever be the quack of all quacks. And then I thought, Well, the woman had enough sense to ask a question. I have to assume she has enough sense to bear the answer. That's become my philosophy since that meeting with whoever it is, I don't care. They put their pants on one leg at a time like I do. I don't care if it's the President or whoever it is. So I turned to her and I said, "Well, Dr. Woolsey, you may not like this answer because I know you're a conventional scientist with the National Academy of Sciences." It's like the brass ring of scientific entities in the United States...I said, "But there's a non-local field that's sub-electromagnetic, that can be accessed with very advanced electronic systems that interface seamlessly with coherently directed thought and consciousness. And by doing so, can communicate inter-nodally, non-locally through a thousand or a hundred thousand, or a million light years of space in real time with no delay." And she looked at me and said, "Oh, I thought it had to be something like that!" I almost fell out of my chair. I thought to myself, you know, thank god it was a woman. No guy would have gotten it. God, did I say that? What a pig...I'm a reverse pig!

Anyway, she got it, and she totally understood it, and so do most of the advanced quantum physicists who are now finding that even photons have a conscious intelligent component to them. Very advanced extraterrestrial communication systems allow for an interface between thought and consciousness and the fields of subtle sub-electromagnetic energy, so that non-local propagation of information can take place in real time across vast distances. I knew this since I was about 18 when I had an experience that proved it to me, and then re-proved it to me, and then re-proved it to me through a series of very close encounters. I'll leave it at that--of the third, fourth and fifth kind. Subsequently, I began to figure out how to routinize that protocol into a research protocol and teach people how to do it. So I do that a few times a year. We go out into the desert and see what we can do. Sometimes we're disappointed, usually we're not. It's awesome.

Re population problems with new technologies...

Let me explain something. There's a fundamental flaw in your assumption. Please listen extremely carefully, all of you listen very carefully. He brings out a great point, but there's a fundamental flaw in the logic. Every study has proven that as civilizations become more technologically advanced, and particularly as a result of that the women become educated, and connected in through communications and technologies to the global community, the numbers of births per family go down dramatically! In other words, the best way to stabilize the world population is to lead educationally and technologically all over the world with these technologies. So the opposite effect is what would happen. It would stabilize world population, and it would then just slowly decline or just stay stable for a number of centuries. And that's what I predict is going to happen, because every single study has found this to be true. This is very good news, actually.

It's only when societies have a modicum of public health so that people don't die at age two days, but they don't have really any prosperity or education, or technology or communication. And in that milieu the women just run around having a baby every nine months forever. In that situation, yes, of course, you'd have a huge population explosion which presents you with this Malthusian dilemma. But we have found consistently that as societies become more educated and technologically advanced, that those birth rates go from ten to twelve children per family down to about two. I think you will find this to be very, very true, and of course, it requires recognizing the equality of men and women, and the ability for women to be educated.

My own tradition says that if you have to choose between educating a man or a woman, or a boy and a girl, you educate the girl, because that's going to be educator of the whole next generation. Unfortunately, that isn't done in the world today in many countries. [APPLAUSE] I don't know if Osama bin Laden would like that last comment...

Re who will be in charge of ushering these new technologies out into the world...

Yes, this is exactly the question that I tried to address in my presentation earlier. It will require the people of the world coming together to decide the application and to regulate it. Remember, we have diesel fuel and fertilizer that could blow up a building; a jetliner becomes a bomb that brings down and kills tens of thousands of people, and we have thermonuclear technologies that have been known and printed on the internet for a long time. Materials can be regulated and monitored. This will be another level of that challenge. And I think that the civilized world will have to decide that it only can be used for peaceful purposes, and if there is a scintilla of evidence that it will be used for anything else, that that entity whoever it is, is brought to their knees instantly. Can this be done? Yes.

I can tell you Bent Rich, the head of Lockheed Skunkworks said a couple of things to us before he died. Number one, that we already had the means to travel among the stars, the technologies. We had them in black projects at Lockheed, and they were kept in a black box, and it would take an act of God to get them out to benefit the world. The second thing he said was that every single conversation on earth is monitored in real time. And he said that years ago. And that is true. So believe me, if the world decides it wants to do this, and do it peacefully, we can. We have a five billion channels thing listening for signals from space at the Harvard Beta Systems for signals from extraterrestrials, which is silly because they're not using--as I just explained--they're not using electromagnetic signals...hello. But, a memo to Carl Sagan on the other side--he's figured it out now maybe. The reality is that every single system and device could be monitored in real time to be guaranteed to be used and untampered so it would only be used for peaceful purposes, and if it were used in any other way, it could be quickly neutralized. Now you say that sounds terribly Draconian. Well, I say you'd better believe these technologies ain't your granddad's Oldsmobile. Even the stuff Tesla had, he knew there were ways that it could have been applied to extraordinarily destructive weapon systems. This is why the FBI stole all of his notes out of his hotel room when he died, when he was run over, I think, in New York or wherever it was.

So, the fact is that this again becomes a spiritual as well as socio-political challenge. Will we go forward as a people into a bright future, or through fear and reticence let ourselves collapse? I think that to go forward it requires all the best we have in terms of technology, military, political, spiritual, the whole nut. You've got to have all of it. And I think we're up to it as a people, but we're going to have to have better leadership than we have today. And the People are going to have to demand better leadership. The people we have can do it, but they're not going to do it unless it is expected of them. So we have to demand that of the people that lead us. And they will respond.
